STCW 2025 Updates and Global Maritime Changes

Key Developments and Federal Oversight in Maritime Training

The STCW Convention is evolving in 2025 to improve training and safety for all maritime professionals. Recent developments focus on seafarer welfare, new training standards, and better oversight. SeaEmploy follows these changes closely, helping industry professionals stay ahead in certification and compliance.

In early August 2025, the UK Parliament reviewed formal amendments to the STCW Convention. These amendments align national rules with new international safety and welfare requirements. The updates will be mandatory in January 2026, giving maritime stakeholders a short window to prepare.

The International Maritime Organization (IMO) has also advanced its long-term review of the STCW framework. This process aims to ensure the training code keeps pace with technology, safety, and workforce needs.

STCW Amendments and New Training Standards

On August 7, 2025, the UK government tabled the STCW amendments in Parliament. This is a significant move toward formal adoption.

From January 1, 2026, seafarers will be required to complete updated PSSR (Personal Safety and Social Responsibility) training. The focus will include harassment prevention, bullying awareness, and trauma-informed response.

According to Safety4Sea, this will be reflected in a new competence requirement in STCW Table A-VI/1-4. The goal is to build a safer and more respectful work culture on ships.

These changes follow the IMO’s approval of amendments in May 2024. The update strengthens human factor training alongside technical competencies.

Maritime training centers, ship operators, and flag states are now urged to adjust their programs and Safety Management Systems to match the 2026 deadline.

Impact on Seafarers and IMO Initiatives

For seafarers, the coming STCW changes mean updated course content, more awareness of workplace conduct, and new certification checks. Those seeking career progression should ensure they take compliant training well before 2026.

The IMO’s HTW11 Sub-Committee in February 2025 advanced Phase 2 of the STCW review. It includes training on alternative fuels like methanol, and preparation for operating autonomous vessels. According to DNV, over 500 potential amendments are under discussion through 2031.

The European Maritime Safety Agency (EMSA) has also hosted meetings to align EU contributions with the next IMO review stages.

In summary, STCW 2025 updates bring important safety, welfare, and technical improvements. These changes will shape maritime training for years to come. SeaEmploy recommends that companies and professionals act now to ensure compliance before the 2026 enforcement date.

Stay informed, update your certifications, and work with accredited training providers. The earlier you adapt, the smoother your transition into the new STCW era will be.
